Do not assume that a monitored commercial fire alarm guarantees a fire brigade response. Many UK fire and rescue services require confirmation before attending an automatic alarm at a non-sleeping commercial premises. Check the local policy, agree the Alarm Receiving Centre procedure, appoint suitable keyholders and make sure staff know how to confirm and report a fire safely.
Not always. A commercial fire alarm can warn everyone in the building and send a signal to an Alarm Receiving Centre, usually called an ARC. That does not guarantee that the local fire and rescue service will send an appliance.
Many UK fire services now require somebody to confirm a fire before they attend an automatic alarm at an office, shop, warehouse or other non-sleeping commercial premises. The exact rule depends on the local service, the time of day and the type of building. Premises where people sleep and certain higher-risk sites are often treated differently.
If anyone sees smoke or flames, smells burning, hears an explosion or otherwise believes there is a fire, call 999 immediately. Follow the evacuation plan and never delay the call while waiting for an ARC, engineer or keyholder.
False alarms take up a large share of fire service time. Home Office statistics published in July 2026 show that fire and rescue services in England attended 255,047 false alarms in the year to March 2026. That was 40% of all incidents attended and 1.6% more than the previous year.
Against that background, several services have tightened their approach. North Yorkshire introduced a new policy on 1 July 2026. West Sussex also set out its revised approach in July 2026. Other areas, including Greater Manchester, London and Scotland, already use call filtering or non-attendance policies for many unconfirmed commercial alarms.
For a buyer, the practical problem is easy to miss. A quote that says "monitored fire alarm" is incomplete unless it also explains what the monitoring centre does with the signal and what the local fire service is likely to do next.
A monitored system sends selected signals to an ARC. The ARC follows an agreed response plan. It may call the premises, contact a keyholder, notify a response provider or pass information to fire control. The ARC does not decide whether a fire appliance is sent. That decision sits with the relevant fire and rescue service under its own attendance policy.
The monitoring agreement should say which events are transmitted. A fire signal, fault signal and loss of communication are different events. BS 5839-1:2025 recommends checking transmitted signals at service visits, including each type where more than one signal can be sent.
Monitoring can still be worth paying for. It can alert a staffed centre at any hour, contact nominated people and provide a route for escalation when a building is empty. It cannot turn an unconfirmed detector activation into guaranteed fire service attendance.
Greater Manchester Fire and Rescue Service says it will not normally respond to an automatic fire alarm in premises without sleeping accommodation between 8am and 7pm unless the caller reasonably believes a fire has broken out. It will always respond to a reported fire.
For a monitored premises, the ARC should hold accurate information about the building, including its use and whether anyone sleeps there. While the site is occupied, Greater Manchester guidance says the ARC should make a callback check before contacting the fire service.
For FIDEC customers in Manchester, Salford, Stockport, Trafford, Bolton and the surrounding boroughs, this procedure should be written into the site response plan. Staff need to know who checks the panel, who calls 999 and who speaks to the ARC. An old keyholder list can break the whole chain.
There is no single attendance rule for every UK business. These current examples show why a buyer must check the local policy:
Policies can change. They may also distinguish between occupied and empty buildings, daytime and night-time, sleeping and non-sleeping risks, or single and multiple detector activations. Check the fire service for the actual postcode rather than relying on a national summary.
A person reporting smoke, flames, heat, a burning smell or another clear sign of fire is the most straightforward confirmation. A manual call point activation, sprinkler flow or more than one automatic detector may also affect the response, but local policies differ.
Some modern systems can send detailed event information to the ARC. That might identify the detector, zone or number of devices in alarm. This helps the operator and fire control understand the situation, but it does not remove the need for a safe site procedure.
A trained person may use the panel information and a safe investigation procedure where the fire risk assessment supports it. Nobody should enter smoke, ignore signs of fire or take a personal risk just to confirm an alarm. When the situation is unsafe or there is reason to believe a fire has started, evacuate and call 999.
Buy the response chain, not just the communicator. Before accepting a quote, ask for clear answers to these questions:
Ask for the answers in writing. They should appear in the proposal, monitoring agreement, handover information and site fire procedure. If different companies provide the alarm, communicator, ARC and keyholding service, confirm where each responsibility begins and ends.
Most false alarms are not solved by telling staff to be more careful. The cause needs to be found. Steam, cooking fumes, dust, aerosols, damaged call points, unsuitable detector types, building work and poorly maintained equipment are common triggers.
BS 5839-1:2025 expects every false alarm to be investigated. It also gives updated detector selection guidance, including the use of multi-sensor detectors where point smoke detectors present a higher false alarm risk. Any change must still suit the real fire risk. Swapping a smoke detector for a heat detector simply to stop nuisance alarms can delay detection if the design is wrong.

No. Monitoring may be appropriate when a building is often empty, early property protection matters, an insurer requires it or the response plan needs remote escalation. It is not a substitute for local warning, evacuation, staff training or maintenance.
A small, staffed site may have a clear manual calling procedure. A warehouse left empty overnight may gain much more from ARC monitoring and reliable keyholder arrangements. A hotel, care setting or other sleeping risk needs a different assessment again. The fire risk assessment, fire strategy and insurer requirements should drive the decision.
If monitoring uses an old telephone line, check the signalling route now. The UK PSTN retirement is due in January 2027, and a panel that looks healthy can still have an outdated communication path.
